Default Timing advance/ retard: What happens if you don't jump the jumper?

Does the obd2 ecu just not really adjust timing? In other words, it compensates for the change you attempted to make so you end up right back where you started?

If you dont short the jumper you have no way of telling where you started from
because the ECU is constantly adjusting timing.
