Help - motor boggles when in gear up to 4000rpm

Help - motor boggles when in gear up to 4000rpm
anyone know what this is?
when i put it in 1st, motor boggles and continues to boggle until i hit 4000rpm
and does the same thru 2nd and 3rd gear
this is a a 2nd gen b16a with a jdm gsr tranny w/lsd
any help will be appreciated
