my friend has an 86 prelude his pgm light stays on and he has no brakes does anyone have an idea wat could be he is all so missing 2 exhust bolts on is block

My friend has an 86 prelude. His PGM light stays on. He also has no brakes. Does anyone have any idea of what could be causing this? He is also missing 2 exhaust bolts on his block.

So he has no brakes. Can you elaborate on that?
