with a fifty shot of nos, you wouldn't have to overhaul your engine, just fuel press. reg. , timing retard, and cold plugs. that will get you 15's easily with less than a thousand spent.
if you wanna go faster without spending money.... take **** outta your car. strip the rear interior and take your passenger seat out. itll help a lil. and then take those heavy *** 17's off your car and put some lightweight 15's on it. itll make a world of difference because there will be less rotational mass for the engine to push. also what could help is to take some stress off the engine by taking air condition and power steering (if you have it) off of your car. they are only adding a lil weight and restriction to the engine.
mileage doesnt play a huge part in turboing a car. its something to think about, but its more the condition of the engine. perform a leakdown test and compression test and see what numbers come up. if it comes out fine, go for turbo. turbo will be the key to getting your heavy *** accord into the 13's. an h22a would do it, and so would naawwwzzzzz, but turbo is a constant power gain that will keep you in the 13's, if done right. good luck with your build
EDIT: just to correct you.... eibach sportline springs only lower the car about 2 inches, not 3-3 and a half inches.

WISH I LIVE IN JAPAN TOO, but my thing is to get to 15's i dont want NOS, NOS is cool but here i prefer turbo or internals, but i think about it maybe when i get to hit 13's but still good suggestion
well you have to think about it like this.... do i want to hit 15's now, and then 13's in a year? or do i want to hit 13's in half a year and skip the 15's crap... 15's is nothing spactacular on an accord, but 13's is
well to be sincere i measure the car before and after the springs and the accord went down about 3 to 3.5 in. but enought of that...i would like to get rid of the interior seats, a/c and power steering but i happen to have a 4 month baby which i wouldnt mind the pwr stg but a/c is a must down south in texas even in "winter" wich temp get as high as 110 to 115.. and the other hand i want to pull 15's for right now not 13's which that is my goal, 13 would be to much for locals which are haters i dont want something that noticeble yet
I WISH I HAVE THE ******* MONEY TO BUY A TURBO I KNOW IM ONLY 1000 DLLS AWAY, THEN I AGAIN HITTING 15'S FOR RIGHT NOW IS MY THING MY PLAN TO HIT 15'S WITH OUT NOS OR TURBOS YET GET THE POINT, I WANT TO TO HIT THIS TIME WITH INTERNALS NOT BOLTONS BECAUSE IF I ACCOMPLISH THIS WITHOUT A TURBO OR NOS NOR V-TEC BY THE TIME I GET TO 15 FLAT THEN I BOLT ON A TURBO NOS THEN THAT WILL BRING ME DOWN TO AT LEAST THE HIGH 11'S OR LOWER 12'S WOULD IN IT SO THIS IS MY PLAN
There are TONS of options.
Get a Delta cam regrind, thats about $100 including shipping. Get an AEM cam gear for around $150 and take it to the dyno and get it dyno tuned for around $150-200. Spend another $400-500 and get a lightweight flywheel and a nice strong clutch. Thats under $1000.
You could also go the weight reduction route which is much cheaper, like FatJoe said. Could also find some cheap steelies and get tires with a small sidewall. The weight reduction wont be too helpful unless you get really serious, such as removed power steering, A/C, cruise control, and pretty much everything but the drivers seat. If you go that far it may be enough to get you into sub-16 second ET's.
And lastly there's nitrous. Nitrous is probably the best choice, since you're only concerned about going fast for a short amount of time (the quarter mile). You can get a 50 shot kit for around $500, and that is more than enough to get you into the 15's. It's easy to remove in case you have inspection or emissions, and you can still use it on the car even if you get turbo or do a swap in the future.
But what I would do is unbolt the header after (or even before, if possible) the catalytic converter, and work on launching. You never know, you could get into 15's for free

AEM pulleys (I have some for 100 obo)
Bored throttle bodies (100 from honda tech)
Web or Delta regrind (varies)
AEM Cam Gears (75-100 on eBay)
Hondata (210 or so)
Dyno (splurge rest of budget)
You should be fine. That's the most sophisticated way i could think of.
I bet getting rid of the wheels, dumping extras (start with washer fluid and use rain x, then trunk, the sound deadening, test pipe and o2 sim) should work fine.

alright, id go with lightening your car first which just so happens to be free, a good rule of thumb is that lightening your car 10lbs is the equivalent (thats right equivalent, im not saying it adds horsepower, because thats what stickers and waxing are for) to a horsepower gain. and 10 to 3 for weight off the wheels (due to rotational mass as noted above) i would highly suggest that you get smaller wheels being as 17's are more of a fashon statment then anything else and would only be semi functional if you were driving on a windy course. I would remove the spare tire, back seat bolts off pretty easy, however the front seats are the heavyest try removing carpet etc etc. anything that you dont need. Also note that weight in the back of your car is bad if your trying to drag, anyweight in the back that can be moved farther up front will help with traction (theoretically)
