Default New spring tensioner with rubber around it! Please help fast

I bought a new spring tensioner and it has a rubber sleeve around the spring. The original one doesn't. I'm not sure if I should remove the rubber sleeve or leave it on.

If you know anything please help me out!

Yes it is supposed to be on there. My original tensioner spring on my 94 GS-R also has a rubber sleeve around it. I guess maybe it's so junk doesn't get caught in between the coils or something.
