Default Turn signals blinking REALLY fast

Whenever I turn on either one of my turn signals, they both blink about three times as fast as they normally did. Ive heard this happens when you have a bulb out, but I know this is not the case for me, because the bulb works and lights up, it just wont blink. Any reason why the bulb will light up, but not blink? Could it be the wiring or something? Any help on this would be appreciated.

Does anyone know if the fuse for the blinker lights are under the dash or under the hood?

The high-wattage filament could be burnt out, in which case the low-wattage "parking lamps" portion would still illuminate, but the turn signal wouldn't work. I'd suggest testing/replacing the bulbs.
