Both headlights stop working at the same time...
I just got my car back from the shop putting stock suspension back in.
Then 6AM the next morning my headlights both dont work.
My understanding this has got to be some sort of fuse right?
Well theres a 30A fuse under the hood for headlights.
theres also 4 10A fuses under the steering column (low beam left and right
and high beam left and right). Can I tell the 30A fuse is blown just by looking
at it?

If you pull it out, yes. The metal band on the inside will be broken.
Without taking it out you can put your multimeter on the two slots with exposed metal on either side of the amp rating. Set the meter to test continuity, if you get an infinite resitance reading, the fuse is blown.
