Depend on type of engine you have. The b18c1 has the smallest combustion chamber volume out of the B Series heads in stock form. So it's your best bet.
Port and polish will not increase compression ratio. you must mill the head

For example. if you have a b16 engine, its anywhere from 10.2:1 or 10.4:1 compression ratio. simply putting on the B18c1 head will increase ratio to 10.44:1 or 10.65:1

b16 obd0 10.2:1
b16 obd1 10.4:1

oh my bad, i meant i'm going NA and i have USDM ITR pistons in a b18c1 block and my friend said that if i wanted to trade my gsr head for a SI head, he'll trade me. I was just wondering which one would make the most overall power after i port and polished it. and is it a good trade

stick with the gsr head. .. .

http://www.importreview.com/re....html

blue lines are gsr, red lines are b16. . .

B16A has:
port flow port/polish (mild)
Civic Type-R intake cam
ITR exhaust cam
Comp valve springs/retainers
Type-R intake manifold

GS-R head has:
Stock head
Stock valvetrain
Stock intake manifold
ITR cams, intake and exhaust.

Well I would say stick with the B18C head unless you can get yourself a B16 TypeR head or just the 16 TypeR cams and put that in your current head.

If will result in a better head flow.
And no, I'm not making this up.

I believe that in the ls vtec, the ls's crankshaft's stroke is much higher than the gsr's. But i am using the GSR block w/ the gsr crankshaft. so this is why i'm still wondering whether or not the b16 is stronger than the b18. Do they have a diagram on a gsr block? between the b16a and the b18c? the b16 block could have a longer stroke like the ls, so i was wondering on the maybe just the on the b18c
