upper c/a swap?
anyone know if the upper control arm swap to gain caster will work on '89-'91 civics? also, is it legal in a stock scca autocross class? (not like they'd have to know)

You are correct, usually even obviously illegal cars are allowed to class themselves incorrectly at local events until one of their compeditors says something. Local clubs are pretty friendly, usually.
If the upper control arms are similar in design to the 92-95 upper arms, than yes, they will provide additional caster. With the arms off, you may notice a slight length difference in each side of the "wishbone".
One other thing I noticed......now that every suspension part is off my car, I noticed two small "dents" or impressions in the undercoating where the rear part of the control arm bolts to the upper wheelwell. I don't think these "impressions" were there before I switched mine over. I'd be curious if Karl sees the same thing on his Integra. I'd post pictures, but photopoint has been down for over a week.

So it seems part of the swapped control arm by the connection to the unibody makes contact with the undercoating/fender liner? The sheet metal isn't touched?
