I just bought a set of 185.70.R14 WInter tires for my CIVIC 1993 HB SI AND I HAVE not put them on yet. I know the stock size is 185.60.r14 but these will Work fine except for the speed rating right???

Yeah they'll work. The tires are just a bit beefier than your other ones.
