Default ? about fuel rails

I was wondering, does adding an aftermarket fuel rail alone increase the amount of fuel going into the engine, I would assume that you need a fuel pressure regulator to accomplish this.

you need a fuel pressure regulator in ordor to increase the fuel flow rate. up grading the fuel rail just gives you the ability to run more fuel.
