Does anyone know the HP gain on an HP Racing Header and if they are any good?

HP/tq gains will vary from car to car. Just keep that in mind.

Yea the HP header is a pretty good header especially for its price (you can get it for like under 200 shipped i think?). Haven't really heard any complaints about it either. If you're really on a budget go for it.
