Code 21 in H22 swap in 93 accord...

Code 21 in H22 swap in 93 accord...
hey, my friend keeps getting a code 21 in his accord with a h22 swap.. all the wiring is exactly like it should, and oil pressure is ok. solenoid has been replaced with known-good.. any thoughts on the problem? thanks!

sorry .. i thought i made my post so that everyone could obviously see that i knew what the code was. hence i mentioned i replaced the solenoid with a known-good.. for anyone that didn't realize this, CODE 21 IS FOR A VTEC SOLENOID. I REPLACED SAID SOLENOID WITH A KNOWN-GOOD. THIS DIDN'T FIX THE PROBLEM. COULD IT BE ANYTHING ELSE? THANK YOU!
