I would reccomend sanding it, filling the dash and smoothing it out so it is perfect before you do the overlay. I would also use vynal ester resin, as it has some uv pertection and also drys clear, and faster than epoxy resin, and is cheeper too.
Just be ready to do alot of sanding, filling with resin, and clearcoating. It takes alot of work, so good luck. Here is a part I did for an audi tt:

Vaccum bagging is the best, put not neccesary when doing an overlay, because u need to sand the **** out of it anyways. If your using mold contruction for a part, vaccum bagging by far will get you the best results.

if your dash has a cover over it .. i.e like fake leather or pleather or what ever oem crap .. is ther foam under it .. a small layer kinda like asbestos type or potting foam .. i belive all dashes have it .. skin the dash and then fill the poris foam with bondo or some type of light weight filler .. and then lay the c.f over that . havent done it but a good c.f worker told me that that would be a good route in covering the dash ... but i bet theres other ways
