Default bluish headlights?

hey ive seen on TOns of cars round here (mostly civics)

having blue tinted headlights

how do i achieve this look?

damn it... if you really want that, go to your local rice shop and pick up a pair of superwhite headlight bulbs...

if you want it the nice way, get yourself a pair if real HID's

i think he's talking about the ones that have the blueish tint when theyre not on. I forget the name right now but its like a bluish/purple film over the headlight?
