Can anyone guesstimate what this car would run in the quarter?

-AEM cold air intake
-unorthadox racing pulleys
-energy suspension motor mounts
-eibach sportline springs on newer struts (lowered 2")
-ractive 4-2-1 headers
-momo shift **** and shift boot with custom red interior
-DC sports short shifter
-B&M fuel pressure regulator and fuel pressure guage
-perfect 93 gsr interior
-flat black 92-93 gsr wheels
-Optima red top battery (warranty)
-power everything including sunroof
B17A1 DOHC VTEC motor swapped into car with only 65,000 miles, only been in car for very short time, perfect condition.always used synthetic oil and honda oil filters. very well maintained. Many extra and stock parts. new brembo brake pads and rotors all around and new stock honda calipers all around. new radiator with warranty. aiwa head unit and new component speakers. custom false floor with 10" pioneer sub. with punch amp. clear bumper lenses. Mugen front bumper and custom lip spoiler. this car is pretty fast and is great on gas mileage (26-32MPG) ready to be turbo charged and a great project car. with a turbo kit you can easily push about 320 hp to the wheels. needs a little bit of paint work but what can you expect from a 13 year old body. Great daily driver and maybe first car.</TD></TR></TABLE>
I was thinking about buying it and the owner claims a 14.23. Seems a little fast for me, but I'm pretty new to the game and haven't seen much of the b17. Any help would be appreciated! Thanks in advance.

That time seems a bit ambitious, I would guess he could pull a 14.9 if he was a good driver. Maybe he is reporting his time with slicks?

Even a 15.0 is being optimistic. The only thing I saw was a B17 bolt-ons. 15.0 maybe even a high 14. Mid to low 14s? Not gonna happen

The only real performance modifications I see on that list are an intake, header, and exhaust. The other things don't do anything at all.
Add that to the fact that it's a DOHC B17A, which is pretty good. I'd still say that the time you listed is not possible.
Was the time posted with slicks? If not, then I would expect a time around the 15.0 second area. (IF he was a good driver as well).
