vtec is honda's variable valve timing (to oversimplify it). the camshafts (which open and close the valves) have two sets of lobes. the regular ones operate during "normal" driving - where you arent pushing the car too hard. the other set of lobes are more aggressive, keeping the valves open into an "overlap" period in which the exit of exhaust gasses from the combustion chamber actually sucks air more strongly into the chamber. more air to be compressed = bigger explosion = more power.
the vtec lobes engage around 5,700 rpm on my engine (an integra type R engine) ... but they may have different engagement points on other engines. This is also adjustable with a stand-alone unit, but changing the switchover isnt always good. only if you have lots of mods, and you have need to make the overlap sooner.
this is the simplest way i can put it. im sure someone can write pages and pages on it that pretty much no one will understand.

how much would it cost for me to put it in my d16a6? and is it worth it cause im a daily driver and i love extra speed! Also why does my si scream after 3000rpm and my friends ex doesnt? do i have something he doesnt. were both stock.</TD></TR></TABLE>
that gets into whats called a mini-me swap. what you do, in the most basic terms, is put a sohc (single over head cam) vtec head on your block. there is A LOT of work involved though, including some really tricky wiring stuff. i am NOT very knowledgable on this, but i bet a few people on here are. do a search on Mini-me swaps for more info.
vtec isnt something you can just put in. it actually involves swapping the head from another engine. the head is the top half of the engine - where the spark plugs, fuel injectors, valves, and cams all work together to mix the air and fuel for combustion.

Good explination in simple terms, its not all that involved just looks hard if your not mechanically enclined.
Check out this thread from Dustin for a step-by-step write up on a mini-me swap.
