you'll need the headlights and bumper lights. other than that, fits like a dream. the only difference between the ITR's bumper and other integra's is the lip. just get a 98-up bumper, 98-up headlights, and a 98-up ITR lip.

Front or rear? If front then no. Your 95 headlights will not look right with the 98+ bumper. You could still do it though. Also you need the bumper light brackets for 98+ If it is for the rear then it should just bolt right up with problems.

No u do not need new fenders unless u're going for a JDM ITR front end conversion.
98-01 ITR front bumper are regular 98-01 integra bumpers but with an added lip.
ALL U NEED TO DO:
1. buy a 98-01 integra bumper
2. buy a ITR lip (aftermarket ones are very cheap)
3. buy new headlights and bumper lights
If u're doing a 98-01 conversion i would suggest doing the rare bumper conversion too, so the look would match.
