Default Soft brake pedal

I have PBR front pads and Raybestos rears, both are relatively new. My front rotors have less than 5k on them and they are Brembo blanks. My rears are OEM. I have regular DOT 3 fluid. My master break cylinder has about 7K on it.
Now, the top 15% of my break pedal does absolutely nothing, and is really soft. My breaks have great stoping power toward the bottom however. Even when I go over bumps, the pedal bounces up and down and makes and irritating sound.
What is wrong? Do I just need to bleed them. I have bled them before to see little success. Mabye I'm doing it wrong. Can anyone walk me through it?

do you own a speed bleeder? if not you will need two people to get it done right.

Start at the drivers side rear working from wheel to wheel counter-clockwise around the car. As one person pumps and holds the pedal open and close the valve accordingly. Pretty simple. Use a different colored fuid for the change so you know that you have flushed the system properly.

Top 15% is pretty normal. After a few thousand miles there is always some play in the system. Probably around 40% travel with no action is where you should be worried. The Helms bleeding procedure for our cars is driver rear, passenger front, passenger rear, driver front.
