I noticed that when i see how high my revs go, it surges between 4500 to 5000, I did change the fuel filter which did have a good amount of resistance. I noticed a better acceleration in fourth to fifth gear. It just seems slow to build up speed. Maybe its just that way. Do you know of any easy tuning tweaks for the Honda.
If you remove the rev-limiter on a stock engine, you'll find that it really doesn't make much power above there. You need something like a different camshaft (among other stuff) in order to actually make power up there.

in my knowledge, you will need to reprogram the ecu in order to remove the rev limiter, but i suggest that you leave it alone, no point, it'll **** your motor later.
i think cut off in 5th gens is actually below 7... like just short of 6500... either way youre not making **** for power after you pass up the redline anyway. most F series motors dont make power like B's do... you dont have to wind it up to 5k+.

You originally mentioned things like surging at 4500, which isn't going to change if you remove the revlimiter. You'll just discover how quickly it runs out of breath when you rev higher.
Maybe you should first think about what kind of goals & budget you have for tuning.
