people sell salvaged title cars all the time, in normal person to person car sales. they're littered throughout any forsale listings like autotrader, craigslist, your local newspaper, ebay, etc.
where they are originally purchased at, I believe as mentioned would be auctions.
But usually I think they're all effed up, then the buyer fixes them and sells em off to make a profit , often times to unknowing buyers. so becareful

its kinda fun seeing a salvaged title car. people come into the shop with these cars and we go over them and see who can find the most things wrong with the car.
and twice i've had kids some in askin why **** didnt fit and i checked out they're cars and they both had newer model front ends on there cars. one was a 94 teg with a 98 front end and the other was a 98 civic with a 2000 front end. and yeah
to salvaged title cars. if you're buying a car that you're trying to race or build up for track use or just a beater? go ahead and buy one. if you're trying to have a nice, reliable car with the possibility of selling it some day. dont buy one. salvaged titles have shitty resale values.
