So, apparently, some jack-*** in a white car never learned to park and hit my car sometime this week while he (*she*)
was attempting to. My rear fender is dented up, only cosmetic damage, but still enough to almost make me cry (my car had survived a long 11 year life without so much as a scratch.)
Anyway, here's the question. At the edge of the fender (where it meets the wheel well) above the tire, some of my paint chipped off, exposing what I am assuming is the gray primer. Do I need to do something about this to avoid possible rust issues? I live in a really temperate area where road salt isn't much of an issue, but I don't want a stupid small problem to get big on me.

It sounds like it's scraped the top paint down to primer, it's best painted over with a touch up pen or brush of same color code whichever is more suitable, not only will it protect it getting worse but cosmetically it will look much better, also apply a clear coat over the touch up, if your car has clear coat.
