Default HID question, not sure if it belongs here, but here it goes

my friend asked me to post this for him being that he couldnt get an answer elsewhere.

" I have a 7500K Hella HID kit for my bug (H1). The lights have been on for about 8 months and my left light is fading to white, and the right light is like normal.
Could it be the bulb or ballast? First time working with HID's and I'm stumped."

i posted it here cause its not a honda vehicle, and its not an "appearence" thread cause its not about looks, its a technical thread.

anyone here able to share some ideas on what problem is and what the solution is?
