Exactly what year and model trim did the chrome blade wheels come with?

They aren't chrome, although they are polished. They only come on 98-01 GS-Rs.

what about the "wire mesh " design? what year and model are those for?

The mesh are usually called 'LS mesh' but they come on 97 GS-Rs and 98-01 LS/GS

i thought they came standard on GS-Rs in 98, but were available as an option before that. am i wrong?

I think you're mistaken, blades were never available as an optional wheel before 98.

Yup, they were standard on 98+ GSRs and thats it.
