Default 98 civic ecu

ive been having problems with my 98 civic lx. the transmission does not shift properly. i had the shift solenoids on the transmission itself tested and they work just fine. but once i hook up the plugs from the harness and let the computer do the shifting its all messed up. does the main ecu under the passenger kick panel control the shifting. i tried changing the ecu and it didnt help. does anybody know whats going on???

there is a PCM to control an Auto trans.
75% of the time it's a bad ground on the engine though. Check those first.
