aftermarket decal wont light up

aftermarket decal wont light up
so i got this new aftermarket light up decal thing for my honda civic and it wont light up and ive tried different combinations and it wont work, i connected it to the tail lights so there on all the time and the wiring isnt workin out..

You car is rejecting it
Got voltage, got a good ground? Put it straight to the battery. If it doesn't light up the bulbs out.

You car is rejecting it
