Default under-dash fuse panel wiring question

when looking at the fuse panel on our cars, i've noticed that there are a few empty slots (along the top row) where you you can hook up female connectors. from what i understand, you can use these to run power for any accessories that you might run. also, what do i have to do to use the empty fuse slots on the panel? thanx
