obd2 to obd1

I HAVE A 89 CRX HF. I DID A SWAP 2ND GEN B-16 AND JUST HAD IT CONVERTED TO OBD1 AND NOW IT IDLES REAL LOW AND REVS UP AND DOWN FOR NO REASON SOMETIMES I DONT KNOW WHY???????

there is no check engine light on. i dont know what kinda harness it is the guy that did it for me bought the harness from someone off this website. he said the guy was a known guy that he bought it from but i forget his name. why? does the harness matter?
