I think it's for aero reasons. Windsreen would really mess with the air flow over the back of the car. Halo is minimal and can be shaped to move air as desired. Closed canopy would be the way to go IMO.

But than the purist would scream "it's not open wheeled racing!" But I agree with you, a closed canopy would be the best, and coolest looking option.
