Given all the Renault PU issues/penalties and the fact that TR in the last few seasons have not developed their chassis as much as other teams due to their budget I don't think you can say anything about the quality of either of the TR drivers at this point.
Now GRO , he sucks. Guy complains almost as bad as MAS. I'm not sure I've ever heard him take responsibility for anything.
He had a good 2013, but since then hasn't been too impressive. I don't think he was much quicker than Kimi, who in turn is nowhere near the level of ALO or VET. So not sure GRO has much upside. Leclerc would be a better use of that Haas seat.

To be fair, he hasn't exactly been driving competitive cars post 2013.
