Their 2014 car was fine. It was nothing special, but with the Merc PU behind it, it was able to show very well.

The 2016 car an evolution of that. They'd been caught, but were still right there.
The 2017 car is still an evolution of that. They've fallen off the development cliff.
Williams is just not willing to spend the money to start ground up & revolutionize their concept because as it is their car is........fine.
Force India has elevated their game massively.
That + the Renault supplied teams being much more competitive leads to the difference. There are other cars than just FI & Williams on track, so if the FI are 5 & 6 and there are a couple Renault in between...that's going to make a wider gap.
Also must be considered that Stroll is wholly feast or famine.

2014 Williams culd be a case where both Booley and Blue are right. Williams finished better than Ferrari and we know Ferrari had PU issues. So the Merc PU helped Williams beat Ferrari. McLaren had the Merc PU (although not the good fuel) but if the Williams chassis was **** as blue claims then McLaren wood have beaten them or at the very least not been 139 points behind Williams.

You had it until you said the 17 car is an evolution of the 16 car. I think you need to look at them again but pay less attention to the livery.

The McLaren chassis seemed pretty garbage in 2014. Driver lineup was also not ace, as much as I like Button.

Yeah, I could've phrased that one better. It seems like they applied a lot of the same thought behind the 14-16 car to the 17 car, at least based on it having a lot of the same flaws as its predecessors.

Especially sucks for them because Force India are killing them with the same or smaller budget. Team ***** has been a let down as of late, and I do attribute their 2014 success to having the right PU and a "good enough" car. The rest of the field caught up on their mistakes and closed the gap down tremendously.

Basically. This one does seem okay in the rain though.
FI has been incredible these last few years, especially considering the budgets. McLaren & Renault are doing good work too.
Williams has a significant legacy and used to be able to afford to carry a lot of overhead. As their budget shrank they have suffered relative to Force India/Midland/Spyker/Jordan which was always a small fish and could do more with less.
This is not to downplay Force India's achievement. It is remarkable. But Williams surely carries a larger legacy staff and higher burn rate relative to its budget.
Am I remembering correctly that the Williams chassis were pretty butt during the JPM/BMW days too? Like the BMW unit was always strong but the car just good?
