the engine was the new final unit but the turbo / MGU were used so the mechanics had to mate them and it is typically a 4.5 hour job and they completed it in 2.

Overnight analysis of the engine on Vettel's car has pinpointed the problem to a broken manifold that fed air from the compressor to the internal combustion unit.

It seems they make unpopular rules and know it will be unpopular, then talk about new rules because the current ones are unpopular.
I think it's moar that any rule that at least 1 team finds agreeable the other teams suddenly become suspicious of and don't like that rule. So we end up with rules that no one likes. Example. RB wanted to ban the shark fin prior to the start of the year. Other teams figured RB had a trick up their sleeve so they voted against banning it.
