So as I have been inspecting this CRX further that I recently bought, I noticed there is NO clearance between the front caliper and inside of the wheel spokes near the hub.
These are 949 6UL in I believe 15x8 +36 size. PO told me they are 15x9, but not sure I believe it. I need to pull them off and see what damage is done to the wheel.
They are so close, only the driver side appears to have scraped the finish off the caliper.
This is also supposedly a big brake kit, idk where he got it from. Anyone else seen issues with these wheels and brake clearance?

I had the same problem on a Fit. The small 240 mm brake caliper sits really close to the hub and would rub the wheel (it was an OEM 14" wheel from a Civic). I used a small spacer to fix it and suggest you do the same.

Looks like brake pads may have just been replaced, they are very thick and may have caused momentary contact. It does not obstruct the wheel from spinning freely while off the ground.
Getting some 3mm spacers, even though my tires are already wider than the fenders... but I'll have no choice until I get new wheels or brakes.

Great point!
But, I will try to refrain from making any major mods yet... need to get the car roadworthy first. But I didn't even think that of the fact that larger diameter would push the caliper away from the hub and increase clearance.
