Yeah we see that with the crank, now we need to see the cam gear is also at its alignment marks
So with the crank line in the gun sights is the cam close to its timing marks, and yes that is one of the marks for the cam gear, the white stripe should line up to that
If you have the crank line in the gun sight but the cam pulley is way off you will need to rotate the crank again to get the crank gear back in the gun sight, then check the cam timing points.
Some times it can take up to 6turns of the crank to get both the cam and crank pulley to line up at their marks, or at least close to them

I'm positive you had a bad compression tester especially since it would not release pressure from the readings. They can get gunked up and give incorrect readings

We won't be able confidently to verify TDC1 on the cam unless you show a picture of the rear mark aligned with the top of the head.
The arrows on the lower timing belt cover are not alignment marks.
There's no need to buy a new distributor at this point.

The cam is close, but I've seen nothing that demonstrates that the cam is set perfectly at TDC1. I've posted multiple times how to demonstrate TDC1. That's all I can do.

The cam pulley has a front and rear side.

Please post anything as official as the 96-00 Honda Civic service manual that says differently.
Remove large whiteout over the mark nearest the headlights so that only the mark shows. Lay a thin flat object atop the head surface near the mark. How well does mark align with the flat object?
Also, if you turned the crank pulley CW rather than CCW even a small amount to achieve TDC1, then you must repeat the TDC1 set procedure again.

Both marks seem to align to the ruler. The picture is not able to discern, but i can clearly see the grooves.
