Re: 99 Civic HX CVT Stock: First no crank, and now cranks but won't start
Your belt does not have any slack. You're not at top dead center according to the cam and it's nearly impossible to see the markings on the harmonic balancer without removing the top motor mount. Even then you'll be lucky if yours still has a marking on it.
Re: 99 Civic HX CVT Stock: First no crank, and now cranks but won't start
The back of the pulley is obscured by the belt, but i can see the markings on front part. From what i can tell, the gun sight is little inside of the last marking.
Sorry, can't get a good angle for the picture.

Thought it was TDC, isn't it? If not, Which way should i turn? What can I do about the slack info the belt?
Re: 99 Civic HX CVT Stock: First no crank, and now cranks but won't start
It's nearly impossible to find top dead center based on the alignment marks because you can never view the cam gear at a level angle.
See behind the white paint mark on my belt there is a dash on the head that says pc2, yeah it's that dash for cam alignment on the right side of the cam
Based on your belts tension around the cam gear your timing has not jumped.
You can not incorrectly clock the distributor, it only fits into the head at one direction otherwise the bolts don't line up to bolt the dizzy down. The camshaft on the dizzy side has an indentation that does not allow it to be installed incorrectly

It will help to remove all spark plugs to do the procedure below.
Turn the crank pulley again CCW to locate the rear mark. This way you know what to look for.
Continue to turn the crank pulley until it is almost at TDC1. From there turn the crank very tiny increments CCW just until you see the rear mark nearest the front of the car align with the top of the head.
Now look down at the crank pulley by positioning yourself to see both pointer elements align. Is the white mark also aligned with them?
Re: 99 Civic HX CVT Stock: First no crank, and now cranks but won't start
That's nearly there, now post a picture of the cam gear. The 2 marks on the cam need to be at their marks and the crank pulley needs to be at its mark for the car to be correctly considered "in time"
