Fitment shouldn't be a problem with +40 and +35 respectively.

I needed to roll fenders with a 16x7 +35. I was a bit low at the time, and tucking a bit of tire, but still. I had a 16x8 +35 on the back, and have no fender lip left after we shaved it down.

If you're using the same overall width/diameter tire then the wheel diameter has nothing to do with it. If you're comparing a 16x8 +30 to a 15x7 (or whatever) +35 then it's not apples to apples by any means.
A 7" wide +40, for example, should fit the same with a 205/50r15 or a 205/45r16 of the same brand/model.
