95 Civic - turn signals are really dim

Default 95 Civic - turn signals are really dim

my 95 hatch has a turning signal problem. At first i thought my light bulbs of my turning signals were burnt but when i went to replace them they were good. i replaced them with new ones and went to check if they flash but it was a really dim flash. i checked and sanded down all the grounds in the bay. what can it be?

Haha...I'll take that to mean that they also don't work properly.

Doing these input tests should pinpoint the problem:
