Bear with me. Ive never gotten into a ECU before.

Paper clip?

Verify pin A7 by wire color.

Its the yellow/Green wire.

When I connect pin A7 to the frame I do hear the fuel pump prime.

Your ECU is bad or it doesn't get power at pin A25 or B1 or doesn't ground at A26 or B1. Test those ECU connector pins.

I should clarify. When I connect the actual A7 pin from the ECU to the frame I hear nothing from the fuel pump. But when I connect the A7 terminal from the connector I hear the fuel pump prime.

Not sure if I did this diagnostic correctly but this is what I did: I turned the key ON(II). I grounded my test light to the frame but got no response from either A25, A26, or B1.

That's why I said ECU connector pins. The result you obtained is the expected one. Move to testing the other pins I mentioned.

ECU connector pins A25 and B1 should have battery voltage to body ground with key in ON(II). Redo the tests to verify.

I tested pins A25, A26, and B1 by connecting each of them to the frame with the car ON(II) using my paper clip. I got no response.

Could I be using a multimeter to test this? Would that make it easier?

A multimeter is best because it will give actual voltage readings and also easily allow you to measure ground at pins A26 and B2.

A25 and B1 should have voltage. A26 and B2 should not.

Let's verify that you're testing the correct pins for A25 and B1. They both should be attached to a Yel/Blk wire.

Not sure if I did this correctly.

Using my multimeter set to the 20v I held the black end to the frame and the red end to each of the pins in question. I got no read on any of them.

I them performed the same test with my multimeter set to 20 ohms.

Did I do this correctly?

And yes, both A25 and B1 are connected to a yel/blk wire.

The voltage and ground tests were done correctly. However, only do the voltage tests on A25 and B1 [key in ON(II)], and only do the Ohm tests on A26 and B2 [key OFF]. What was the Ohm reading at A26 and B2?

The 4 fuel injector clips and the IACV connector also have a Yel/Blk wire. With key in ON(II), what voltage to battery ground (- battery post) do you read at these 5 Yel/Blk wires?

With my multimeter set to 20ohms get get no response from either pin A26 or B1.

Reading = 0L?

0L = infinite resistance (no continuity to body ground)

Post a pic of the reading on your multimeter when you test A26 or B2.

Alright. So the problem was that I had unplugged the C terminal so I could handle the ECU easier. When I plugged it back in and preformed the diagnostic again I got 17.8ohms on both the A26 and the B2 pins.

If you mean ECU connector C, unplugging it should have no effect whatsoever on ground at pins A26 and B2 or on voltage at A25 and B1.

Can you locate the 4 fuel injectors in the engine bay? Each one has a Yel/Blk wire in the 2P connector.

I found them but I am having a hard time taking them off. Am I supposed to?

Backprobing the Yel/Blk wire from the rear side of each connector would suffice.

I checked each of the five Yel/Blk wires on the injectors. Each one read 12.44v.

There's a wire break somewhere in the small section of the Yel/Blk wire highlighted in red.

The easiest fix may be to run a new wire from main relay connector pin 3 to both A25 and B1. When done, the engine should fire up and run (unless there are additional issues).
