Default 92 Civic DX Cranks but won't start

I have a 1992 Civic DX that cranks over but won't start.

I am getting spark from the distributor coil but not from the plugs. I am not getting fuel and I do not hear the pump priming when I turn the Ignition into the ON position.

I tried shorting the #1 and #7 terminals on the fuel pump relay but did not hear the fuel pump prime. I tried shorting the #5 and #7 terminals and it did prime.

I tried cleaning and tightening G101 ground wire attached to the thermostat housing and I finally got it started. I let it run from a minute and shut it off. And now I cannot get it to start again.

I have tried cleaning the ground wire again and again but I cannot replicate what got it to start that one time.

Grateful for any advise.

Sounds like fuse 31 is blown under the hood.

Fuse 31 under the hood is getting power. I checked it with a test light by grounding the test light to the negative terminal on the battery and touching both metal receivers on top of the fuse.

Are you saying both top test tabs of fuse 31 have battery voltage?

Please post a picture showing what you think is 15A hood fuse #31.

Yes both top test tabs have battery voltage.

Convince me you're testing the correct fuse (#31).

Draw a picture? Describe location in text? Post somebody else's picture of the same fuse box?

Its in the top left corner of the underhood fuse box.

Excellent.

With the key off, do you detect voltage at pin 1 of the unplugged main relay connector?

Yes. I am getting voltage.

I used my test light by grounding it to a bolt on the door.

Are you now as puzzled as I am that this^ 1-7 jump test did not make the fuel pump run whereas the 5-7 jump test did?

Redo the two jump tests.

Refer to the diagram I posted for the correct main relay connector pin numbers.

That's right. 1-7 got me nothing. 5-7 and the fuel pump primed. I was using a paper clip. not sure if that is a good idea.

Did you verify hearing the pump prime with the 5-7 jump test?

jumping 5 to 7 also makes the fuel pump prime.

I was asking a logic question.

You originally said that 5-7 made the pump run but not 1-7.

However, you now said that 1 has voltage, which questioned whether you did the 1-7 test incorrectly.

Plug the main relay connector back in.

Turn key to ON(II).

Does the CEL turn on for 2 seconds and then turn off? Does the fuel pump run for 2 seconds and then turn off?

I must have performed the diagnostic incorrectly when I first did it. But now I feel confident that I am doing it right. When I jump terminal 1 to terminal 7 I hear the fuel pump prime. When I jump terminal 5 to terminal 7 I also hear the fuel pump prime.

I turned the key ON(II) and the Check Engine Light goes on and stays on. Nothing from the fuel pump.

Plug the main relay connector into the main relay, if unplugged.

Turn key OFF.

Unplug ECU connector A.

Turn key to ON(II).

Use a jumper wire to ground the Grn/Yel wire at pin A7 in ECU connector A to the metal frame under the dash.

Does the fuel pump run as long as pin A7 is grounded?

This might be a stupid question but is there anything I can use instead of a jumper wire? I don't have one on hand.
