Do you have any reason to believe that the gauge works?

New gauge works perfectly fine.

When I turn key to on pressure goes to the line before 40 and slowly starts dropping

At idle it stays at 30 but very eratic if I rev it it moves to 40 but stops there

The pressure is a bit high with the FPR vacuum hose connected.

Check the spray pattern from the injectors.

Do the injector connectors go in a certain order?

Would it be too much trouble for you to post a brief video of the spraying injectors while cranking?

Please be careful to avoid open flames and sparks during the test! It could start a gas fire.

Are you able to secure all injectors in the rail to show all injectors spraying?

The injectors should spray in the firing order on the distributor cap.

I turned down the video speed to 1/4 of normal and it still looks as though at least 3 injectors spray simultaneously (can't see spray from farthest injector). Hmmm...I wonder if all the plugs are firing simultaneously too.

Can you borrow a known good ECU for your engine?

Remove the jumper harness and plug that baby in. Compare injector spray pattern. Be careful with all that spraying fuel!
