98 civic - Fuse #44 blows when key is turned to on
Remove the distributor cap. Measure voltage to body ground at the Blk/Yel wire connected to coil and ICM.
Also remove the coil, and bring it into your home to Ohm test it:

Black yellow had 0 volts
On the coil A and B 0 ohms
A and the secondary winding terminal had 16k ohms

Should I go ahead and replace the coil? The primary winding A-B is out of spec

I put the negative lead on the battery and positive on black/yellow wire there were 0 volts. While coil is still In place .

Post a picture of your multimeter, the meter setting, and how the leads were installed.
What was the voltage reading across the two battery posts?

With the key on the black/yellow has 12.10 volts (battery is kinda low)
If the plugs, wires, cap, and rotor are also old, replace them as well.
Also should there be voltage on both black/yellow and white wire on coil? Mine reads 12 volts on both wires .
