98 civic - Fuse #44 blows when key is turned to on

I reset the ecu and car will not start. Sounds like it wants too. Also no check engine light comes up.

I cranked for 30 seconds and no check engine light turned on. Car would still not start.

That's a good outcome.

Car would still not start.
Does the fuel pump prime?

Does CEL turn on and then off after 2 seconds when key is turned to ON(II)?

Yes the fuel pump primes.
And yes the check engine light turns on then off

Check for bright white spark at the plugs when you have time.

Hello Ron all have weak red spark. cylinder 2 has an extra weak spark.

Remove the distributor cap. Measure voltage to body ground at the Blk/Yel wire connected to coil and ICM.

Also remove the coil, and bring it into your home to Ohm test it:

I put the negative lead on the battery and positive on black/yellow wire there were 0 volts. While coil is still In place .

Post a picture of your multimeter, the meter setting, and how the leads were installed.

What was the voltage reading across the two battery posts?

The voltage across battery posts was 12.46 volts

The negative lead was connected to the battery ground.

Redo the coil Ohm test. If it reproducibly reads 0 Ohms on the primary winding, then replace the coil.

If the plugs, wires, cap, and rotor are also old, replace them as well.
