Post pictures of the wires you are Ohm testing in the OBD1 ECU connector.
jumper harness is eBay so I wouldn't trust it I should have gone with rywire😅 The actual engine harness is a junkyard one so it my have a bad wire some where along the line. Here's the pic

Follow the wires at pins B15 and B16 to OBD2a ECU connector C. What are the wire colors in OBD2a ECU connector C that correspond to B15 and B16?

Should go to pins C2 and C12. What are the wire colors for those pins? Post pictures.

Those are not the OBD2a CKP wires. See circuit diagram I posted.

Well I think the problem is the b15 wires are going to connector A not C there on pin 22 and 24 on connector A logic ground and power source

Post a picture showing where you think pins B15 and B16 are located in the OBD1 connector.

When the ECU connectors are plugged into the the ECU, pins B1 and B2 are located adjacent to pins A25 and A26. Does this help?

Is a connector C missing or plugged into the P28 connector c slot?

I can't tell from your picture whether the "B15 and B16" pins are adjacent to ECU connector A or ECU connector D.

Okay. The two black wires where you removed insulation are pins B15 and B16.

Use a multimeter to test for continuity between B15 and OBD2a C2 or B16 and OBD2a C12.

The ohms between b16 and b15 is 160 I'm going to test continuity between the pins right now

For both tests? At what exact points in the circuit are you measuring resistance?

I'm doing it at the jumper harness. And they both have continuity
