Post D15b7 smog problems

Need help on california smog. My 92 civic d15b7 failed in the 15mph test but passed the 25mph part. It failed the timing inspection as well. I have no plates on the car due to just purchasing it at an auction so running it on the freeway to help break stuff loose is not an option. I need help bad. Anyone have any info that isnt gonna cost me an arm and a leg??

Plugs, oil change, valve adjustment, check the timing belt is aligned when doing the valve adjustment, adjust timing, run 87 octane. Then get a pretest.

Your engine does not have an EGR system.

Failing for both HC and NOx suggests the cat is bad.

Ok. And from my understanding the cat is located in the exhaust manifold? Or is it in the down pipe off the manifold? And what about the carbon canister? Should i get a new one of those? Or is that not a possible issue?

Answer depends on whether your exhaust system is stock. Post pictures.

Here's the stock set up:

All the 92 to 95 have the converter underneath, in the tunnel down the center of the car approximately between the firewall and the gearshift lever. But get the timing right and make sure there is no misfire (the OBD1 system does not detect misfires, you have to feel and listen for them) and retest before buying a new cat.

The carbon canister is part of the evaporative emission controls (to trap HC evaporating from the tank while the car is parked), it does not affect tailpipe numbers.

The D15Z1 and D15B8 are exceptions:
