Default Brake problem

Hey,

I am having a problem with my brakes.

I have a 1999 civic cx hatch 5 speed manual, when I bought it the person before did a rear disk conversion.
I was having problem with the old calipers,(the handbrake would not engage on one side)
So I purchased new ones today. Installed them and the handbrake works fine. But the petal is mushy and it does not stop the car well at all at 10km/h.
I bled them and it didn't feel good so I bled them again, still the same result.

Now I am pretty sure that it is air in the line due to the feel, but I am somewhat confused as I have never bled a car so much and had the petal remain soft. I have bled all four calipers at around 60 pumps each, ran a liter through, never did the reservoir suck in any air, I kept on top of that very closely.

Do you guys have any thoughts? Or should I just keep bleeding them?

you have a loose fitting if all you did is swap calipers and previously had good pedal feel.
