it has nothing to do with rims if anything your sideskirts should be closer to the ground now that your on the 13s then after you get 16s or bigger rims.

That is not slammed at all on 13" steelies. Odd thing about tire sizes on civics...13" steelies with properly sized tires will have an overall diameter slight less than a 15" wheel with a 195/50 tire...and the different isn't enough to put a 1 inch gap between the tire and fender.
