YES-This may be the wrong forum-but you make a good point about deals.
NOW-immediately notify PayPal in the way they require. You can find them by phone as well. Notify the Attorney General in MN. Why, because he sold what he failed to pay for and you can also contact the FBI about this. Be as agressive, under the laws of your state as you can (your Attorney General too). It may not go where you want it to finanacilayy, but you will make life very interesting for the moron.
Whatever you do-do it with a cool head and very professional language. It is really amazing what you can accomplish if you present a well polished case. Have complete documentation ready and present it to the proper authorities.
Good luck

I have disputed transactions with paypal before and each time, they gave the seller 5 days to respond with tracking information. Did you give them this information when they asked?

there is a huge thread in ITR forum.

PayPal has to do something about this soon.. All the scammers in the world are catching on how to use fake credit cards and pay using them, and then pull the money back (withdrawal the transaction)

DO NOT ACCEPT CREDIT CARD PAYMENTS using paypal.

Seeing that this thread is your first post on H-T, was this transaction at all related to H-T?

i contacted and also went to the police many times and they kept saying that its a civil thing and that there is nothing they can do about this. Only a lawer can do something about this if you decide you want to sue. This did not happen on H-T. I just wanted to see if you guys had any ideas or if someone lived there close to him and could pay him a visit for me.

Um.. I think Im about to call this as bullshit.

Its clearly a case of fraud, which is not outside of the police ability.. Either your lying or you have some crappy cops!

Actually it IS a civil matter. There has been no crime against society, therefore technically, the police are not required to intervene. It is a dispute between two parties only. Similar to Landlord/Tenant disputes which again are provate matters and not of concern to general society.

Legal action (suing) on his part is a route he should pursue.

This would be "Fraud" as you say, if he was using stolen credit cards, or misrepresenting himself ("False Pretense") in any way. But obviously his name and info (phone number) is correct since the two sides have been talking to each other and addresses are correct.

Just my two educated cents.
