Default What to do with the hood?

Hi guys! I have a 2001 Civic ES 4-door that I bought few months ago. In the driver side corned of the hood, there's a crack slowly causing rust. The previous owner has applied some paint to slow down the process.

Can anyone suggest what to do? Is there anything I can do myself?

Strip the hood of any paint and spray some epoxy primer on it.
Or qucik cheap way, strip the rusted area down to bare metal and primer that small section, assuming the rust has not ate its way through that section.
