Fuse for HID kit

Default Fuse for HID kit

I just got a H4 HID Hi/Lo kit, 8000k, 35w for my civic. The controller box came with a 25a fuse but the installation manual says to use a 20a fuse. Is it okay to use the 25a fuse or do I need to change it to 20a?
