90 Civic H/B

New to this site as I just bought my first Honda. It is a 1990 Honda Civic Hatchback with about 86,000 miles on it. Currently has some running issues as it has stalled a few times. My main problem is the brakes. The brakes go to the floor but sitting in it and doing some PMCS on it I realized that the left turn signal is somehow linked to the brake. When I apply the brake, the shift lock is released and an audible click can be heard at the shifter. When the signal is on, I hear the same audible click in unison with the signal. When the brake is applied with the signal engaged, the signal is inoperable. Are they supposed to be linked together?
