It's basically a way to pay with credit cards over the net to private parties.
You give paypal your card number or you bank account number, they will deduct the amount specified by you. They will insert it into another persons account. At that point, the other person deposits the money recieved into their bank account. All the while Paypal charges 3%.
Not the safest way to do things, but it speeds up the process.

Pay pal has been a big help with my motor purchase. Called to verify, and also keeping in touch to make sure I receive product. Could be the large purchase that is making them focus on transaction. Just my opinon.
